The Department of Housing provides different services to Ho-Chunk Nation Members through a variety of programs. The Department of Housing consists of four divisions: Administrative Division, Heavy Equipment Division, Home Ownership Division, and Rental Management Division.

The Administrative Division assists with the administration of services for each division within Housing to better serve the Ho-Chunk Nation Membership.

The Heavy Equipment Division assists the Ho-Chunk Nation membership, Department of Housing Divisions, and various Ho-Chunk Nation departments with site development and snow plowing requests.

Services Provided
The Heavy Equipment Division assists the Ho-Chunk Nation membership, Department of Housing Divisions, and various Ho-Chunk Nation departments with site development and snow plowing requests.
- Land clearing, tree removal, stump grind, brush hog, rake leaves
- Excavation, backfill, subgrade, final grade, seeding and fertilizer for new home construction.
- Build and/or repair gravel driveways
- Assist with Spring Clean-up
- Snow Plowing services for Elder tribal members

Home Ownership Program
The Home Ownership Division assists HCN Elders, Non-Elders and Veterans with New Home Construction, Existing Home Refinance, and Existing Home Purchase through the HOP and VHOP program.
- Down Payment Assistance $50,000 (effective 07/01/18). Down Payment Assistance increased from $10,000 to $50,000. This will help more HCN Members qualify for home loans and reduce their overall monthly mortgage payments.
- Existing Mortgage Assistance UP to $50,000. EMA assists members with paying down an already existing mortgage balance with a lender outside of the Nation.
- Home Repair Loans UP to $15,000.00, based on affordability.
- Home Ownership Program – Assists HCN members with New Home Construction, Existing Home Refinance, and Existing Home Purchases. The HOP has a waiting list of almost 2000 members. Although the list is very long, it is still important to sign up and encourage your family, friends and children to sign up.
- The Department of Housing Home Ownership Program continues to look for new ways to assist more HCN Members than just the HOP program.

The Home Ownership Division will provide home-buyer education and sustainable housing programs that assist Ho-Chunk Nation Members reach their personal goal of home ownership.

Rental Division
Rental Management has 196 rental units in the current inventory in Districts 1 – 4, providing Ho-Chunk Nation Members with an affordable option for safe housing.
The Rental Management Division is committed to providing services to Ho-Chunk Nation Members while being mindful of Ho-Chunk traditions and culture and will continue to look for opportunities to assist members, families, elders, and veterans who are in need of safe affordable housing options through rental acquisition and new development.
